While taxes are usually a matter of domestic law, increased globalization means that international institutions also have a role to play. In some cases, international organizations operate as facilitators – for instance, the OECD with respect to the BEPS initiatives. In some other cases, international organizations impose constraints on national laws, such as the World Trade Organization (WTO) rules related to taxation and customs tariffs. During this webinar, we will explore the latter function of international institutions and focus, in particular, on the role of the WTO in the field of taxes. Among customs and indirect tax professionals, the WTO is widely known for limiting the rate of customs duties states and trading blocs may impose on goods traded internationally and its Customs Valuation Agreement. The WTO’s impact, however, is much wider. Company taxes, VAT rebates and excise duties may all be affected by the core WTO disciplines. The webinar will combine policy and practical dimensions in discussing these issues.

  • Irma Mosquera Valderrama, Associate Professor, Tax Law Department, Faculty of Law, Leiden University and Lead Researcher ERC funded project GLOBTAGOV (A new model of Global Governance in International Tax Law Making).
  • Vasyl Chornyi, responsible for Knowledge Management within the Global Trade Advisory practice of Deloitte Netherlands. In his day-to-day work, he focuses on international and European trade and customs regulations. Previously, Vasyl was a Dispute Settlement Lawyer at the World Trade Organization in Geneva.

This webinar may be of interest to a broad category of tax and customs practitioners and government officials who would like to learn about the role of international institutions in tax matters and gain a basic understanding of the WTO in this regard.  

Access to the webinar 
The webinar takes place online via the user-friendly and secure web-based program Kaltura Live Room of Leiden University. To get access to Kaltura Live Room, you don't need to download any software. You open Kaltura Live Room via your internet browser (Google Chrome or Firefox). 

A few days before the webinar you will receive an instruction document with information about accessing the digital meeting place. This document can also be found in My JPAO.

If you are in the Live Room, your camera and your microphone will not be activated. The instructor and fellow participants will therefore not be able to see or hear you. Participating in an online meeting at Juridisch PAO Leiden is completely safe! It is possible to ask questions to the teacher by chat or if you prefer using camera and microphone: the choice is yours. 

You will be responsible for a working internet, audio and possible video connection. So please make sure to verify in time that this works properly. Unfortunately, we cannot help you with this.

Certificate PO Points
Lawyers who wish to receive a certificate with a PO-point recognized by the NOvA must answer questions after the webinar.
